Armpit hair/body hair at 17

Im 17 and I still have little to no armpit hair. It's there it's just thin and still in semi-fuzz stage and you can't see it unless you look really close. I also don't have any facial hair except for the color of my moustache area hair is starting to darken. I also don't have a "happy trail" What stage of pueberty or development am I on.
