Am I a late bloomer?

Hey,

I began to have pubic hair at around 14, armpit hair at 16 and always have been the shortest in the class. Always saw others shooting up but never did so myself. Now I'm 18, 5'7" but haven't grown much since 16. Could I be a late bloomer or am I most likely done?
